Medical access and grey market profit

I went through the process of acquiring a medical card from one of the two large issuing groups that I could identify in the area as it does help with my medical condition and I didn't want to be a criminal.

I found that the ACLU fact page and what the issuers were saying wasn't the same. For example, chronic (no pun intended) conditions which people like me will be dealing with all of our lives have a annual renewal from these groups because of a "medical diligence" reason. Upon questioning the head of one of these organizations, they said "the ACLU are a bunch of idiots who don't know what they're talking about."

Clearly this response was not credible, so I assumed that they were just trying to make as much money as possible from the $200 cash document issuing process and running a non-legal dispensary.

There seems to be enough support now for legitimate medical use even if there is a stigma attached to the activity in lawful communities. How can we preserve privacy and sideline the shady criminal types from this process?

Senator Jeanne Kohl-Welles (D-36th) intends to introduce legislation in 2011 that would create a regulated system of licensed producers and dispensers of cannabis for medical use. The Seattle Times recently published an op-ed submitted by Sen. Kohl-Welles in which she discussed this issue.
