Are restaurants allowed to use styrofoam takeout containers?

At most Seattle restaurants where I've asked for takeout, I get the cute brown waxed cardboard boxes, or sometimes the hard plastic clamshell ones. But I've been at a couple restaurants recently (in city limits) that have given me styrofoam containers.

Is that legal? I thought that there was a new law that banned styrofoam takeout containers.

    Styrofoam food take-out containers are now illegal in Seattle. If you find a restaurant using them, please send the name of the restaurant and the address to Pat.kaufman@seattle.gov

    The ban on those disposables takes effect 7/1/10.

    I think they're allowed to use up whatever existing stocks they have of the styrofoam ones. I wouldn't be surprised if a lot of places are "finding" more stock "in the back" as time goes on.
