Is the plastic in cardboard/plastic packaging recyclable?

I'm referring to the plastic that is used to hold the product as part of cardboard/plastic packaging used to hang small products off hooks. Like these:

    That plastic is not collected in any recycling program that I have ever heard of. It needs to go in the garbage. Sometimes it will even have the recycling symbol on it, and it may be technically recyclable, but not in reality.
