    red lion hotel has one on the 5th floor.

    maximillian's in the back of the market has one overlooking AWD and Elliot Bay.

    Hard Rock Cafe on Pike between 1st and 2nd. Happy hour prices are actually reasonable. :)

    the pink door in the market looks out over the water.

    copacabana in the market looks out over the market.

    those are the ones i can think of off the top of my head.

    four season's actually isn't much of a rooftop--not trying to yadda da, but that's also only for hotel guests and residents. have to say, my favorite tho is the new one at the hard rock.

    The Renaissance at 6th & Madison has a nice view looking north from their bar - it's not rooftop but top floor.
