The Seattle Center's Center House has a/c, but that's not too much better than the mall. But the Children's Museum is there (also with a/c) and they have wi-fi and a Starbucks in there, and lots of tables where you can hang and read a book if the baby is napping or something. And it's usually bustling so no one will care if your baby ends up getting a little fussy at one point.

    super china buffet!

You may want to bring adult company and the food is just so-so but the a/c is strong and it is not crowded and they don't rush you.

It's probably too late for this answer but... The kids and I would hide out at the bowling alley during very warm summer days.

    Snoose Junction pizzeria.
Elliott Bay book company kid's section (there's a kid sized play castle!)
Office tower lobbies / atriums / undergrounds (the Rainier Square underground, for example).
    Ivar's salmon house on Northlake.
Matinee show of Toy Story 3.

In my mind, the 'mall' includes Pacific Place, which isn't the worst place to hang out if you need cooling off - cafes, statues, open air, movies available, b&n bookstore... and very well connected transit-wise.

    for emergency anti-heatstroke cooldown:

Broadway QFC milk aisle is the coldest open-air and semi-public space I know, outside of actually walking into a freezer (Costco has one available for that).

I know it's late, but...don't knock the mall, man. If it's roasting out, how far do you want to walk with your red-faced, heat rashed baby from the car or bus to wherever you're going? The mall has free toys to climb, cheap food, people watching, and room to walk around. There's no pressure to buy anything. You might even get some errands done. It's cheap, it's easy. There's usually really great baby changing facilities and places to nurse discreetly. Best malls for hot days: Bellevue Square and Southcenter.

It's just one of those ways that having a baby makes you do things you thought you'd never do. We've taken our kids to McDonalds to play on really hot days.

All the Seattle libraries have air conditioning.
