Any tips on transitioning a one-year-old to whole milk in a cup?

She's currently on formula and is pretty attached to the bottle. I've tried offering her formula and milk in her sippy cup and she's not going for it. Unfortunately, she doesn't eat a ton of food (she'll eat anything, just not a lot of it).

Many babies prefer bottles, because they allow them to consume lots of calories quickly, then get back to playtime.
If she's skilled at getting milk from the sippy cup, and just would prefer to use a bottle, then you could go cold turkey on bottles and only have sippys available to her.
If she's still getting the hang of sippy cups (i.e. more of the liquid ends up on her than in her), you may not be able to make the transition quite that abruptly.
You could also try giving her a regular cup to drink out of (a small cup - like shot glass sized may be easier than an adult size cup). Try it with water first till she gets the hang of it. Some kids like "drinking like a grown-up" - some also do well with straws.
You also may want to start encouraging solids more:
Before her first birthday, formula was her primary source of food, with solid foods being more of an experiment in taste and texture. At this point, she wants to be transitioning to getting more of her nutrients from food than formula.
