I only have on street parking. I'm buying a 71 datsun. It wont be inspected for ages. So it will be illegal to park, if I put in in storage, can i work on it there?

What inspection? It's exempt from emissions and last time I checked that's the only inspection Washington has. This ain't Massachusetts! Unless you've got limited parking and/or jerk-ass neighbors who'll hassle you about the eyesore parked on the street, just register the thing, wash it and make sure the tires are filled up and work on it on the street. Technically you're not supposed to have a non-functioning car parked on the street, but unless someone is out to get you or if it's obviously non-functional it usually isn't enforced.

You're not supposed to work on your car in any storage place I'm aware of (the insurance issues alone rule it out), but you might be able to get away with it if it's not a place that has someone on duty all the time.
