What does this Japanese coat of arms/government symbol represent?

 

 

I've seen it crop up in the movie Milennium Actress (on kimono, police officer uniforms, noren curtains, etc) during WWII.

It looks very familiar.

    I was able to track it down on Google images. It is sagari fuji (hanging wisteria): http://www.geocities.jp/cato1963/eindex.html . Apparently, it's the crest of the Kato family.

    It has other meanings. One site says it symbolizes growth (of family, I think). Another (http://thebtsa.com/images/Hikari_Jun09.pdf) says that the way wisteria blossoms hang down represents humility.

    Do any of these meanings fit the way it was used in Millennium Actress? I haven't seen the movie.
