Can smoking on a crack pipe or any kind of pipe be a potential high risk place to get AIDS?

I am all for that we have a needle exchange downtown and that makes sense to me but why is it so important to have your own crack pipe? I was watching the news the other day and there was some not for profit organization passing out crack pipes with little crack pipe kits in the University District. It came with a rubber mouthpiece at the end. So what is that mouthpiece for? Is it so you don't burn your lips, is it to prevent germs from saliva that can get in ones pipe and then transfer to another's mouth, or was it just to be fancy? Why were they giving out new crack pipes to people any way? I feel like I am missing something. Are you for this new organization doing this and why? Is there a better allocation of funds maybe? I don't really know or understand what there point was. Please explain. Maybe it was to promote legalization in general. If you saw this too please give the name of the non profit that is doing this project. It might actually be something the needle exchange is doing which is probably very good.
