Can the city issue an overtime ticket if you weren't parked in the same space?

I just got a ticket for overtime in a two-hour space, and I had only been parked there for one hour, but I had been parked in another two-hour spot across the street and up the block earlier that morning. It never would have occurred to me that I could get a ticket for this, but I can't find any specific information on the city's website about how two-hour limited parking works.

    The parking enforcement officer marks your tire, then comes back after two hours and tickets those tires that are marked. Moving your car resets the two hours. You have a legitimate claim here but, a hard one to prove either way. You should fight it. The city would be hard pressed to prove you were actually there over two hours.
