Do you mean "dig up and buy new ones" or "when should I prune?" Unless your plant is sick, why do you need to replace it? You can prune pretty harshly to keep plants small if you're worried about them getting too big as they age.

Lavender bushes are pretty small and brushy, but you can prune the top 2/3 off in the spring right as it starts to sprout again and you'll have nice, neat, new growth.
