Sometimes it's a skin condition, allergy or nutritional deficiency. Sometimes it's doggy OCD because the pooch is bored and under exercised or stressed for some other reason.

Colloidal oatmeal baths etc can help as can Benadryl. Omega fatty acids like fish oil can work miracles.

Usually it seems to be the OCD though. Some dogs need a lot more attention than others and/or a lot more exercise. Any big changes lately? My dog will lick and chew himself raw if I go away for more than a week or so.

Fleas can be a disaster for some dogs. Get a flea comb and use it. If you see some small flecks of black dirt keep hunting. You may turn up a flea. There is no such thing as "a flea" of course and if you find one there will be many many more on the dog. Getting fleas off your dog is one thing. Getting them out of your house is something else entirely.

    What kind of dog?

I am having this same problem. My dog has never had issues, and about two days before we moved to a new home, she started freaking out and is chewing herself raw.
Took her to the vet, no fleas or evidence of them. Allergic reaction would have passed by now, I think (it's been almost 3 weeks) and she's still doing it. I have a cortisone spray & special allergy bath, and have been walking her much longer. bums me out :( I do think she's anxious & bored- she's moved from a house with a yard and full freedom, to a large apt, to a small downtown studio and all she does now is "sleep".

My dog scratches and bites, as well. Vet gave us special food, but it didnt help. Also gave us a steroid to take every other day until the itching stopped, which really helps, but not meant for long-term use. I have found that using special shampoo is the most effective short-term solution. Vet said it's probably an airborne allergy, and I can give my dog allergy shots when it gets bad. For now it's subdued as long as I bathe him once a week with his special shampoo.

Check her skin for mange or fleas. Something's irritating her.

If you can't find something, take her to a vet. A healthy dog won't do this.
