What's with the unadorned arches over the freeway- are these a huge waste of money, or are they a paused project?

They look like black or brown giant staples standing over all the lanes of the freeway; there's at least 3 on I-90 alone. Total waste, ugly - what are they for? Or just a huge costly mistake?
