Is entering an intersection while waiting to turn left on a green light illegal in Seattle/WA?

A few weeks ago the guy who does the driving tests for the company I work at gave me the once over behind the wheel, during the course of which he said that it was illegal to enter an intersection while waiting to turn left on a green light. Rather, he said, you needed to wait behind the stop line for an opening in traffic as though you were waiting for a left-turn arrow to turn green.

I didn't really argue with him, but after getting back to the office I dug around online to see if there was any truth to this. Other than one person making the same statement in some random Seattle forum somewhere, but failing to back it up with citing any SMC or RCW, all I found was people complaining about drivers in Seattle doing exactly this.

Is there any such law? Or is this one of those random regional things that entered common wisdom at some indeterminate point in the past?

    This is the relevant RCW page: http://apps.leg.wa.gov/rcw/default.aspx?cite=46.61.055

    It doesn't specifically mention this situation, just that "Vehicle operators turning right or left shall stop to allow other vehicles lawfully within the intersection control area to complete their movements.", which to me doesn't necessarily mean you can't enter the intersection.

    However, probably the reason why people think this is illegal is that it is explicitly illegal in California and it is of course a well-accepted fact that all the bad drivers in the Seattle area are, in fact, Californians.

    I am a Seattle Native, although I don't drive like one. When I went through driver's ed in Seattle we were taught that you were to establish your presence in the intersection when turning left. This meant making sure it was safe and then inching out into the intersection before making your turn. It is not illegal to do this.

    The fact that most Seattle driver's don't do this is maddening, which is why I am happy I no longer own a car and only drive on rare occasions.

    No. And, I disagree with those that say you must clear the intersection before the light turns red. You must clear the intersection when it is safe to complete the turn. If oncoming traffic is running the yellow/red light (in clear violation of the law, though it happens all the time), then you must wait for it to be safe, even if cross traffic has a green already.

    If you were to complete your left turn just because the light changed, and subsequently crash into oncoming traffic, then it would most likely be considered your fault even if oncoming traffic was running a yellow/red. Crazy huh?

    No. Enter if safe is the law. ...and get out before it turns red.

    though, it's 'common wisdom' to not enter if there's already another car there doing the same thing.

    It should be illegal NOT to enter the f'in intersection when you have a green light.

    It is a maddening, traffic-jamming thing to wait at a green light. Nobody will ever get through to take a left when there is traffic if you drive that way.

    I just got a ticket for this a week ago in marysville. I came into the intersection on a green light. slowed down to make the left. another car came in from the opposite direction to go straight through on a yellow. I stopped and waited for him to pass. light turned red. i completed my left turn. Marysville pulled my over and wrote me a ticket for violating rcw 46.61.055. " I pulled you over for running that red light back there" he said. He's wrong. Taking it to court. Happened on a friday night. Called my Dad saturday morning. he's 30 year retired WSP. He says the Marysville police are wrong. I guess we will see. I'm getting all my info together and the city of lakewood has a redlight camera website that is an official city police website that says

    "What is red light running?
    A violation occurs when
    a motorist deliberately
    enters an intersection
    after the signal light has
    turned red. Motorists
    who are already in an
    intersection when the
    signal changes to red,
    while waiting to turn for
    example, are not red
    light running, so they
    are not ticketed."

    I'll be taking a screen shot of that web site to court with me :)

    I'll let ya know how it turns out.

    Entering? No, not as far as I know. But blocking an intersection is illegal, and you shouldn't enter the intersection unless you are prepared to make sure you get the fuck out of it before the cross-traffic has the green.

    I certainly haven't seen any hesitance about entering an intersection to turn left since I've lived here, so I'm not sure I'm buying this "random regional bullshit" bullshit, but maybe I've just been here too long. In any event, don't block the intersection, don't run over pedestrians while attempting to to clear the intersection and you should be fine.

    I think it's some random regional bullshit, just like a lot of the other candy-ass driving habits that piss everyone off who's not local. (Drive like the rest of America, damn it!) But that's a completely wild stab on my part.
