Am I technically required to have a permit for a large bicycle ride?

A friend and I are in disagreement, and seek the help of Questionland to resolve the dispute.

Last night I organized a Christmas caroling bike ride. I would estimate there were 30 people riding. My friend contends that I need some kind of permit to gather that many people together for an event; I contend she is wrong. My initial 5 minutes of Googling did not reveal any evidence of such a permit in the city of Seattle.

    Although the absence of evidence is not proof, I don't see any scenario on that page that a 30-person bike ride falls under. Unless you get off the bikes and start walking them down the street.

    You're absolutely right. You don't need a permit for 30 people to ride bicycles and sing carols any more than you'd need a permit for 30 people to ride around in cars, on the buses or walk and sing carols.

    There are plenty of bicycle/ride events every year in Seattle that attract way more than 30 people.
