  1 0 The Seattle Times had a decent article about this the other day: http://seattletimes.nwsource.com/html/localnews/2013832220_potholes03m.html It's a combination of weather, road construction methods, wear from buses, and 50 years of the city making road maintenance a low priority. The funding source for road maintenance is also subject to the ups and downs of the economy.   0 0 I would also like to add WSDOT's allowance of studded snow tires for almost half the year as a contributing factor to Tom's list. Studded tires are great for driving in the snow, and given the way Seattle handles snow removal they probably saved more than a few lives in the past snowstorm. However, the process of installing and using them for all 5 months they are allowed regardless of weather probably also has a fair bit to do with road conditions. Evan M.
