This may be a good place to start: http://www.olympusrally.com/

But there are TONS of roads in the PNW that you can do this on. Especially Oregon. The best road that is closest to Seattle that I know of is the North fork County Road that follows the north fork of the Snoqualmie and gets into National Forest land. Hillbilly heaven. But thee are MANY others off of rte 2 etc...

Can you be a bit more specific about what you want to do? Are you looking for tips on where to go out on your own and rally on dirt roads in a 4x4 or are you hoping to find some kind of establishment that offers this activity to paying customers?

Nobody is going to rent you a rally car. Racing on dirt is extremely unpredictable and crashing is a when not if proposition.

If you're interested in going fast, try one of the on-track racing experiences. If you want an off-road experience, rent a Jeep from a car rental agency and hit an ORV park or get one of those back roads atlases and go exploring on the east side of the mountains. Renting an ATV somewhere out east might be kind of fun too. But forget about driving fast off-road unless you want to make a serious hobby of it.

    Check out http://www.proformanceracingschool.com/

Also I think BMW/Mini host lessons & track days (also at Pacific Raceways in Kent), but not sure if those events are open to all cars or not.
