It depends on what you mean by bargain prices. Even Goodwill is pretty spendy these days, especially considering how much garbage is on those racks.

For cool clothes at a store, I'd recommend Red Light and Crossroads, but they might be too expensive for a cash-strapped teenager. Goodwill also has a small store in the U District that's meant to stock their higher quality items. I've never shopped there, so I have no idea what's on offer, but it might be worth checking out.

Another alternative are garage sales, especially on Capitol Hill where the cool kids live.

the buffalo exchange in ballard and crossroads in the u district are my most favoritest used clothing shops ever. the great thing about those shops is that you can walk in with your wardrobe in a bag, sell it all, and walk out with all new clothing.  the buffalo exchange in the u district isn't nearly as delightful as the one in ballard, but it's worth a visit.

20twenty in ballard has an amazing collection of used and vintage stuff, and it's cheaper than a lot of vintage stores.

there's plato's closet up in lynnwood if that's the kind of 'cool' they're looking for.

if your child's a girl, there's these clothing swaps in town.  i can't vouch for them.  but i suppose holding your own little among-friends clothing swap would be kinda awesome if you're that kinda girl.

If you don't mind really digging, there is the Goodwill outlet store on 6th Avenue South in SoDo.

I second the recommendation of Buffalo Exchange in the U-district; They regularly carry "cool" clothes, often things that you don't see anywhere else, at reasonable prices (not super-cheap, though, you can often find clothes for similar prices on sale at department stores, but without the element of 'aha' that you get when shopping second hand). Crossroads, in my opinion, is more focused on designer clothes, so their prices are often a little high for me. Red Light is a good option IF your daughter is small (most of their clothes are vintage and therefore not made to fit tall women with large shoulders, busts, or ribcages) and she's into their particular aesthetic. My main suggestion, though, is Value Village on Capitol Hill. I never go in without finding something awesome, usually for under ten bucks. Their selection of dresses is particularly great, but also check out shoes and accessories for good finds. Value Village also has sales based on tag color on various days-- Wednesdays don't have sales, though, so skip them if you're looking for a deal.

Lucky Vintage in the u district and Sugartown in Ballard are my two favorite vintage stores in Seattle that have great inventory and are reasonably priced.

As a teen, I frequently hit up the Value Village on Capitol Hill, the Goodwill on Rainier, and the Mercer Island Thrift Store. All of those provide excellent thrift store finds for cheap!
