Funding for abortion?

Okay, so even before this effed up bill was passed banning Title X and defunding Planned Parenthood I'm pretty certain PP wasn't allowed to use their funding for abortion. However, the only written evidence I have been able to dig up on this is from "Dem Reps on George Soros funded websites". I know it's generally no use arguing with tea baggers, but it would feel so good to win this arguement. Does anyone know where I can find a document (not just an article) that states that funds have not been allowed to be allocated for abortions for quite some time now?

    But I'm not sure a tea-partier would believe Planned Parenthood's website. Your best bet for official language would be to find the actual bill that granted funding to them.

    It looks like federal funds for abortion have been banned by congress through that bill and attached as riders to any further funding (or something like that).
