Your best bet for official language would be to find the actual bill that granted funding to them. Actually, further research: http://en.wikipedia.org/wiki/Hyde_Amendment It looks like federal funds for abortion have been banned by congress through that bill and attached as riders to any further funding (or something like that). The Hyde Amendment specifically forbids any gov't money be used for abortions except for rape, incest, etc. All the teabagger yammer about "Gub'mint money killin' babies" is bullshit. Has been for years. They're all ignorant and misinformed. I get tired of telling them to look up the Hyde Amendment all the time and they never believe it anyway. They're brainwashed.
