vegie garden - onions and herbs

Hello, I have been doing vegie gardening for a few years now, and although most things grow and prosper, i cannot get bell peppers, onions, or herbs to do anything but sit there and die. We made new beds a couple years ago, and supplement with compost every year, follow plant buddy and enemy procedure, all to no avail. what gives? thanks.

    do you start the peppers indoors? They really like warmth and wont do well with temps in 50's. They need TLC in this region. plant 'em in a big black pot that'll soak up the sun.

    as far as the onions go, maybe check the soil PH.
