How should I decorate a cape?

I would like to make myself a cape for Halloween. I've never made one before. I would like it to be dramatic and silly and timeless enough to last for many Halloweens.
What sort of fabric should I use? Any ideas for ways to embellish it?

    As for a timeless color that can be useful for a few different costumes, think Black, Dark Blue, or Red.

    I would use a medium weight low sheen satin, like a Duchess Satin. It looks more luxe than a super shiny satin, but does not cost an arm and a leg like silk.
