Are restaurants in Seattle required to provide free tap water to patrons?

Every restaurant I can remember going to has had tap water available for free. Yesterday I went to the Menchie's on Queen Anne with my preschooler and they only had bottled water available for purchase. They suggested that if I wanted tap water, I could take an ice cream bowl and fill it up in the restroom. Are restaurants required to provide free tap water? If so, does taking a bowl and filling it up in the bathroom count?

    I would walk out of a proper restaurant that wouldn't give me a glass of water, but isn't Menchie's a frozen-yogurt joint? Not really a restaurant, is it? I still think they should have given you a paper cup of water, but, you know....

    I doubt that there is any law on the books about that, but it seems like common sense to provide such a basic dietary need when you are running a restaurant.

    Vote with your feet, or talk to the manager, or bitch on Yelp about it. Or all of the above!

    Pretty sure they have to. After all, they have to have bathrooms and that sort of thing...
