Can smartphone apps access the area code tied to the phone for geolocation, as opposed to using the GPS functionality?

Capicola has it. Anyways, area codes are weirdly shaped and vary widely in size. Triangulation via cell towers (which all phones do and requires no additional power) is faster (no area code geographic look-up tables) and vastly more accurate.

Not so much for real-time geolocation. All the NPA-NXX will tell you these days is where the number was originally provisioned.

You mean the area code the phone currently resides in? It certainly seems possible, though most automated techniques seem to rely on GPS: http://en.wikipedia.org/wiki/Mobile_phone_tracking Good idea to save battery for general location fixes, though!
