How/where is the best way to get a passport in this town?

I used to have one, but I lost it. (I sent in the appropriate paperwork).

You need to go to a passport issuing office, usually located in a federal facility of some sort (like a courthouse or post office).

    From the state department: http://iafdb.travel.state.gov/DefaultForm.aspx

Go to the downtown Post Office or any other Post Office that serves as a Passport Agency. It's easy and the downtown one will also take your picture.

Go to your local neighborhood service center. http://www.seattle.gov/neighborhoods/nsc/

If you had one already, you should be able to submit your application for a new one through the mail. Go to http://travel.state.gov/passport/renew/renew_833.html and follow the directions for filling out the application and getting appropriate photos. Fortunately, a renewal isn't quite as expensive as getting a passport for the first time.

I went to Bartell to get passport photos and then took them to the Service Center on 23 and Jackson to apply for passports for myself, my wife and my two kids. We received only 3 passports in the mail and after some investigation it turned out that the Service Center never submitted the application for my youngest child. We had to scramble to get her passport in time. Maybe stick with the passport issuing office downtown for reliability.
