You might need to order an overpriced drink or two, but the snacks were great, the portions were substantial, and the cost was surprisingly okay.   2 0 Hi Life in Ballard has one of the best, as far as I'm concerned. $4 or $5 for mac and cheese, amazing pizzas, salmon burger, etc. All day Tuesday, and 3-6:30 every other day. I miss it always.   2 0 I think Carmelita on Phinney Ridge has the best happy hour in town, TU-SU, 5-7pm. In addition to great cocktails, the food really stands out as fresh, healthy, inexpensive and DELICIOUS. You can also order off the regular menu, so it is possible to mix and match for a substantial and affordable meal. Also happens to be totally vegetarian- and vegan-friendly. Airy, cleane atmosphere.
