Where can I get my bike frame repaired?

The bottom bracket on my bike frame snapped last week. It's a SOMA steel frame cyclo-cross bike. What's a good shop to get this fixed? And when they weld the small break will the paint job be completely ruined?

if it is repairable, the venerable Haulin' Colin can fix it. Colin has a website:
    www.haulincolin.com
    ..and is based in Georgetown.

Colin is a friendly, expert welder, a bicycle specialist, and less expensive brazer than a formal bike shop would be.

This can be fixed, I've seen photos of it. I think what happens is they drill out the cracks to keep them from spreading and then braze a whole shit ton of material into the bottom bracket to hold everything together. It definitely ruins the paint in the bottom bracket.

Those fixes were on lugged frames that have cracked, though and it sounds like you've got a TIGged frame that has plain old broken. That is probably harder to fix and will probably always be weaker than it was before it cracked.
