Best place to buy bike wheels?

I've been riding my road bike for most of the summer and am planning to bike commute through the winter. My wheels are awful and I'd like to replace them with mid-range 700c/28" wheels (ideally, keeping it under $200 for both wheels).

Where would be the best place for me to go to look? I'm fairly new to biking and don't have the funds to invest in custom-built wheels, but would like something better than bad Craigslist rims.

    I suggest you ride your bike over to R+E Cycles in the U-Dist and speak with the mechanics there. It may be possible to rebuild your existing wheels, or they may have suggestions for cost-effective replacements. In my experience, the R+E team always prioritizes getting you the right answer rather than just selling you stuff, whether or not you bought a bike there in the first place.
