Parking lot scam

Last night in a downtown pay parking lot, one of those with the electronic metering, shabby looking guy standing near the meter asking people their slot number, punching it in and giving them tickets (the one you put on the dashboard), asking for $8 cash when the price was $10.

He clearly didn't work for the lot company, I refused to do it, told him I didn't have cash, and he got mad, said 'I gotta make a living' and stormed off.

How does this scam work, is he using someone's stolen credit card or did he somehow figure out how to generate tickets for free?

    Something like that happened to me, only I was dumber. Shabby-looking white guy approached me as I was heading for the pay kiosk at a lot on 1st Ave in Belltown. "Parking is $10." Well, I was planning to use my card, but for some reason I cooperated and dug around for the cash. "Here's $20, do you have the change?" (note: yes I am dumb); Hands me standard paper parking slip for my dashboard. "Thank you" (yes am dumb and dumber). "I will be right back with your change." Walks away. Sinking feeling. Looking at parking slip. Is expired slip with a different lot's address on it. Bum and dumb and dumber and bummer.

    There's no guarentee that the tickets he's passing out are for the lot you're parking in.

    OR, he's hoping for tips. How often do you get change back for your ten when you pay someone in a restaurant with a $10? He's banking on your tipping him two bucks for putting something in the slot for you.

    How often do they come check the slots and tow or ticket people, anyway? What if he's depositing your $8 in the slot, but it's supposed to be $10... do they two you? Or does the company rep say "Oh, that must have been parked by Fred... he get's his $2, so it's alright...."
