Why doesn't the cable on my telemark skis fit around my boot, and what can I do about it?

I'm a total novice at skiing and I picked up some really cheap backcountry telemark skis, and cheap leather boots just to give it a whirl. But when I first tried to stick the boots in the bindings, I find that the cable doesn't reach all the way to my heel (even in the most released position of the toe spring). There seems to be a screw to turn which maybe lengthens the cable, but it seems to be locked and I wouldn't know which way to turn it.

The bindings are maybe 10 years old. They have no heel lever (i.e. the cable just goes all the way around) just the front spring mechanism. Do I need a whole new cable installed? Should I just take it into a ski shop?
