is it legal to park a shitty RV on your front lawn (and have people living in it) in Seattle?

My guess is that this is probably illegal, but there is enough room for interpretation that whoever is in charge of enforcing it would probably not want to deal with it.

It is illegal to have two residences on a single piece of property zoned single-family residential. Two separate structures (if you can convince them that the RV is a structure) would constitute 2 single-family residences.

Also, most cities have limit on the number of unrelated people living together that consistute a single "family". The addition of these lawn neighbors my put them over.

If the primary residents are collecting rent, that seems like an obvious violation.

Another way it could be illegal is if the addition of the RV creates an excessive amount of impervious area on the property. Most cities/counties have limits (typically a percentage of the total property size) on the allowable impervious area -- this is a result of stormwater implications of impervious areas. Obviously, an RV doesn't take up that much area, but urban residences often maximize the imperious percentage (since the parcels are generally small) and it my not take much to put them over the limit.

Would you feel differently if it was a nice RV?

I think this would depend on the specific zoning rules in effect on that specific block. Dramatically different for First Hill and Northgate.

Maybe maybe not, but if you tattle on them to the city and make them homeless just because you're annoyed, you suck as a person.
