What's the highest point in Capitol Hill?

Taking into account *both* altitude and building height, I'm interested in knowing which building on Capitol Hill offers the highest vantage point from its top floor. No, I'm not a sniper and/or suicidal - just curious as to who on the Hill has the best view.

    It says the highest point in Volunteer Park is 453 feet - NAVD88

    Outside of building height: "The highest point on Capitol Hill, at 444.5 feet (135.5 m) above sea level, is in Volunteer Park, adjacent to the water tower."

    I'm pretty sure the highest point is at Volunteer Park. Perhaps the tower at St. Joes or those fugly condos above Trader Joes.
