I think it's a smidgen early to get the starts - I think I remember that I started seeing them in late April and early May last year. However - I'd check City Peoples, Home Depot, grocery stores (PCC, for example), etc. I got mine at the farmers market last year from Seattle Youth Garden works, so it could be worth a call to them to see when they'll start selling: 206.632.0352

At Central Market in Shoreline there is a sale every year in early to mid May with a wide variety of tomatoes. They are the gallon size and are usually hardened off so can go straight in the ground.

Seattle Tilth has a great edible plant sale: http://www.seattletilth.org/special_events/EPS/PlantSale09 the first weekend in May. They've got a lot of early tomato varieties that do well here, and they always have great advice. I can personally recommend the Stupice and the Green Zebra varieties.
