  2 9 Using an anthropologically defination (not a governmental one) no it is not racist because 'white' is not a race. The term caucasian has never been used to define white people (ie arabs and north indians are causasian), it is more about facial structure than skin colour. If racism is to segregate according to race and you assume white to be a race (like the US government does) then yes it is racist. Most importantly, it is not a good joke...not because of any racial element but just because it is not funny.
