I know this response is a little late, but this question isn't too time sensitive, so.
Makeup: always optional.
Wear it if you want to, if it's fun for you and you enjoy the thrill of putting on another face, or finding the ways in which your face is elastic in appearance. But if you don't want to wear it, don't wear it.
Makeup is not essential to "looking presentable" - there are plenty of other ways to look presentable. You can focus on ways to make your skin healthy and happy - moisturizers, good wash, good diet, fish/flax seed oils, etc. Wearing makeup is all about feigning the image of health (rosy cheeks, flushed lips, vivid eyes, defined features). You don't need makeup to achieve these ends.
If you're worried about job interviews or stuff like that, you can find plenty of other ways to pull yourself together and stand out - a nice suit, tidy hair, etc.
And if you want to wear makeup - like, you actually WANT to - do it.
And on a final note - it sucks that this stuff still matters, and I'm sorry you (and I, and billions of women) have to deal with it.
