    The items that need to go back don't have much monetary value, but they are important to their owner (a very old digital camera with baby pictures on it, legal and financial documents, a credit card reader of the sort a taxi driver would need to run a business, an older model GPS, etc). The conversation with the dispatcher was indeed suspicious, but I suspect that was because English was not his native language and he was used to getting calls about people who had left bags in taxis instead of mistakenly taken the wrong bag.

    I'm going to follow Russ's advice, and if that doesn't work I'll turn the bag over to the police. I suspect that the owner may have left the country; the taxi driver's license I found is now expired, which might mean his visa has expired too (his is not a common American name and he's not in the phone book). I would like this dude to at least get his baby pictures and legal documents back, which might not happen if he isn't a citizen and I give the bag to the police.

    I don't think anyone I know would have intentionally stolen the bag, and if they did, they wouldn't have left it in my apartment.

    That sounds like a job for the fire department! If a gas smell is strong enough to make you feel woozy, get someone knowledgeable to your building ASAP.

    According to this article, meth labs can smell like ammonia or ether. There may be a foul odor similar to cat urine or rotting eggs. The odor of smoking meth depends on which impurities ended up in the product, but it could smell sweet.     If you're smelling a mysterious gas in your apartment, the fire department should be able to help. A recurring smell of lighter fluid or gasoline is definitely cause for concern.

    Do you have any MP3s on your phone? Could they be the sounds you're hearing? It looks like a few other people around the internet have had a problem with various notification sounds setting themselves to random MP3s. If you have a lot of spoken-word stuff on your phone, it could sound like snatches of conversation.     It could have been a bus transfer. When you pay in cash, you get a slip of brightly colored paper to show to the driver. When you pay with an ORCA card, the transfer is noted automatically.

    There are also various programs around the city that buy bus passes in unusual ways. Until recently, UW students had a colored card that they had to show to the bus driver. The city also distributes reduced-fare bus tickets to homeless shelters and low-income programs. I'm not sure if those tickets look like regular cards or if they're printed on paper.

    That last one might not count if you're only looking for Hollywood productions, actually. It was "made for western audiences" and stars David Bowie, but the director and most of the production companies are Japanese.
