I'm a little confused by your reference to voting on the national level to allow full membership rights to women; but in Washington, the issue was not voted on.
FoE was sued by two local aeries (Tenino and Whidbey Island) and several women because the male-only policy violated the Washington Law Against Discrimination.
Also, curiously, there was a 3-year period (1995-98) during which FoE nationally admitted women, before it reneged and stopped admitting new female members - though it allowed the admitted women to remain members.
